Two Arrested Over Shooting Primary School Pupil

Police in Jinja is holding two individuals in connection with the death of Rashid Ntale, a former primary school pupil of Nakanyonyi primary school in Bugembe town council.

Ntale was shot with live bullets at Bugembe stadium as police quelled a student’s riot during a secondary schools athletic competition last week on Friday.

The riot was sparked off by an accident involving a motor vehicle Toyota RAV 4 which knocked one of the students from the roads adjacent to the stadium.

Police Chief Gen. Kale Kayihura visited the scene moments after and ordered for the arrest of the two key personnel for negligence.

The two are Patrick Lukalu, the Jinja District sports officer and Patrick Nuwagaba, the officer in Charge Bugembe police post.

Lukalu is accused of not informing the police in time to offer adequate security at an event that pooled over 10,000 students.

He is said to have written a letter informing police of the event on Thursday 19– June – 2014, a day before the competition.  Police says this was not enough time to effect enforcement

On the other hand, Patrick Nuwagaba, the Officer in Charge Bugembe police post is accused of failing to command the police officers on duty and using live ammunition against unarmed students.

Steven Wante, the Chairman LC III Bugembe town council says the incident raises further questions on the professional standards of the Uganda Police Force.
