Karooro Dares Medical Association Over Besigye Remarks

Mary Karooro Okurut, Uganda’s Minister for Gender, Labour and Social Development has challenged the country’s Medical Association, the body that unites medical practitioners to speak out about remarks attributed to former FDC president Dr Kiiza Besigye in which he allegedly said he regretted treating president Museveni.

Besigye, who was President Museveni’s personal physician during the five year bush war that catapulted the latter to power in 1986, was quoted by the Sunday Monitor as having said that he regretted treating the former National Resistance Army (NRA) rebel leader.

Besigye served under the Museveni government  but later fell out with his boss citing diversion from the goals that inspired their five year guerrilla war.

“I used to be his doctor and I gave him treatment whenever he was sick. And by so doing, I did not know that I was creating a problem to the country,”  Besigye was quoted by the Sunday Monitor while addressing a rally organised by Masaka Municipality MP Mathias Mpuuga in Masaka on Friday.

Now Karooro Okurut wants Uganda’s Medical Association to come out and pronounce itself with regard to what Besigye said.

In a Monday morning tweet via @Karooro_Okurut, Karooro says that for a doctor to come out and say he should have left his patient to die is an abhorrent statement and the body should speak out to uphold its ethical standards.

“What is the medical board saying about Dr. Besigye’s statement? A doctor stating that he should have left his patients to die!!” Karooro wondered.

She added “The doctors of Uganda are going to keep quiet about somebody ripping apart professional ethics?”

Prior to being passed as medical practitioners, physicians and other healthcare professionals take the Hippocratic Oath swearing to practice medicine honestly without any prejudices, an oath Okurut believes Besigye could have violated according to her tweets.

Even though Besigye has not come out to deny or confirm the statements attributed to him, many will be waiting to see how the country’s medical body responds.

Karooro is a known ex UPC diehard!Those who know better know how she achieved the position she occupies today.A very good tribalist at heart and a so called “Christian”.Please good people do not mind her.Their time is coming when even their future generations will have to pay for the damage they have done and injustice.

    1. I have listened to simba Besigye recording.He said that he is one of those who fought to bring Museveni to power and used to be his Doctor.That he is one of those who should remove the problem he brought
      So hope Karoro should first listen to that recording.
      Any way if it was for proffessionalism, most NRM functionaries wouldnt be alive or in government.

    1. Surprisingly, you don’t see anything wrong with the man who has superintended over rotting of hospitals and total collapse of primary health care! Do you think M7 is mindful of millions that die because of his indifference??. What other indicator of failed leadership do you want!

  4. If I were Karoro, I would seat back and enjoy my money/salary, this government, let alone Museveni is no worthy defending. You bruise your yourself in the process and yet in the end you get discarded.

    1. @Sam Muyi.Remember she is quite “close” to the president so why are you surprised that Karooro is defending him?It is clear cut,just inquire from NRM insiders!!!

  5. Medical doctors have the right to refuse treatment to a noncompliance patient, which may be rude, abusive or insulting, except of course in an emergency situation. Normally the doctor refers such a patient to another doctor. In some countries there is also DRP ( Do not Resuscitate Patient) in that case the doctor can let the patient dies if the patient had signed such a form. Besigye might have been quoted out of context, but he may be right in this case.

  6. The medical association did not say any thing because Besigye is not their spoke’s person. Otherwise, FDC, Bakiga and all Besigyes identities would also come out and say something. Now about ethics, Ms Karoro, tell that to your boss…he is the best person at uttering unfortunate things about Ugandans..take for example when he called Ugandans thieves when he visited Rwanda and he told lecturers to rare goats.

  7. My minister Okurut, thanks for speaking out whenever you have to. If you did that as a whistle blower then it is fine but if you did that with the intent to incite the medical association Vs Besigye then you might not be justified. Now that you have made the alarm, please leave it to them to cross check the information. Other wise from the statements you quote Honorable minister, the poor man did not wish death for his patient but simply expressed that he hardly knew he was treating some one who would be of a problem to the future Uganda. Perhaps am wrong.

  8. In parts Dr Besigye is quoted “And by so doing, I did not know that I
    was creating a problem to the country”……………Dr Besigye never
    knew he was creating a problem to his country, the quoted statement does
    not tell us whether he would have stopped treating Mr Museveni if he
    knew he will turn into a problem at a later date. So Mrs Okurut does not
    need to spent alot of time missing the point in the doctors statement.
    its just as simple as it is.
