Luweero Town Council LC 3 Arrested Over Court Costs

Court Bailiffs have arrested Luweero town Council LC 3 chairperson over failure to pay court costs amounting to 22 million shillings.

Charles Ssebyala the Luweero town LC 3 chairperson was picked from Sermon on the Mountain Internet Café opposite Luweero district headquarters on Wednesday afternoon and bundled into car registration number UAU 350Q by Parot Associates Limited.

The court bailiffs of Parot Associates Limited led by Robert Byamukama Nshekanabo said that they were executing a warrant of arrest issued by assistant registrar Muhamadi Kasakya to bring Ssebyala to Kampala High Court to defend himself on why he has failed to pay 22,493,000 shillings to Electoral Commission after court dismissed the case he filled against it in 2006.

Charles Ssebyala dragged his predeccessor Musa Sempagama and Electoral Commission to Kampala High Court in May 2006 seeking nullification of the town LC 3 elections citing irregularities but on 16th April 2007 the judge Moses Mukiibi dismissed the case with costs after he failed to prove it.Ssebyala had lost to Sempagama by a margin of 49 votes after he got 2714 against 2763 in 2006 local government elections.

According to warrant of arrest, court issued a decree in 2008 ordering him to pay principal sum of 22,493,000 shillings but till now has failed to comply. The Assistant registrar Kasakya ordered bailiffs to arrest him with convenient speed and bring him to court before 27th July 2014 to face charges of defaulting.

Charles Ssebyala said that the arrest is politically motivated for hobnobbing with Democratic Party Candidate Brenda Nabukenya and denouncing his party of National Resistance Movement.

The Luweero District Police Commander Justus Asiimwe declined to comment saying he was about to get details of execution of the order.

By time of filling the story Ssebyala was being transported from Luweero to Kampala High Court but  tension was mounting in town as Ssebyala’s supporters led by Luweero Young Democrats branch  Spokesperson Nasser Ssebaggala  and Charles Mboowa were threatening mass protests in area to express their anger.

In 2007,Charles Ssebyala spent one month in Luzira prison after he failed to pay 25 million shillings as court  costs to Musa Sempagama and was released after residents raised money to save him.
