Opposition Forum for Democratic Change (FDC) president is to discuss shadow cabinet and parliamentary committee appointments with the new Leader of Opposition and Chief Whip.
FDC on Friday confirmed Bukhooli Central MP Wafula Oguttu as Leader of Opposition and Ceclia Ogwal, the Dokolo Woman MP as Chief whip. The party’s National Executive Committee held a heated debate on Friday morning when the party President Maj Gen Mugisha Muntu nominated Wafula as LOP to replace Budadiri West MP Nandala Mafabi.
Ogwal, the veteran politician replaces Winfred Kiiza, the Kasese Woman MP.
However, Wafula’s appointment as LOP did not come easy, as some members of NEC raised complaints of him being mean and incompetent. However, Muntu who proposed his name did not heed to their complaints and thereafter by consensus agreed to Wafula’s appointment.
The NEC members however cautioned Muntu that if at all Wafula fails to deliver as LOP, he as party President should take the blame. The party members who came with different expectations especially for LOP said Muntu’s move would be seen as vendetta against Nandala who has been opposed to his leadership since the party elections in November 2012.
The party was also expected to decide on names of the four Parliamentary committee chairpersons and the 21 slots that make up the shadow Cabinet. However, Muntu said he is going to sit and discuss the appointments with the new Leader of Opposition and Chief Whip.
The meeting also got heated when Aruu County MP Odonga Otto was proposed as the Public Accounts Committee chairperson to replace Terego County MP Kasiano Wadri. Muntu stated that he had his reservations and promised to return with a complete list of appointments next week.
In Parliament the Vice chairperson of the Public Accounts committee Paul Mwiru upon receiving news of Wafula’s appointment was too restless and adjourned the meeting.
The Jinja Municipality MP whose seat as PAC vice chair is under review is a strong supporter of Nandala.
Wafula has been the FDC Party Spokesperson and MP for Bukhooli Central in Bugiri district.
The development comes as a huge disappointment for party Secretary General Alice Alaso, Dokolo Woman MP Cecilia Ogwal, Abdu Katuntu the Shadow Attorney General and Kassiano Wadri the PAC chairman who were all lobbying for the same post.
