Tony Odur, Habib Kavuma, Steven Bengo and goalkeeper Jamal Salim scored for coach George Nsimbe’s side in the shootout.
KCCA FC goalkeeper Salim saved two penalties by Ismail Dunga and Luke Ochieng to send his team to the semis.
Former Ugandan champions URA FC also had Owen Kasule to thank for the lone goal he scored in the 44th minute against Zanzibar giants KMKM FC.
Defending champions Azam FC (Tanzania) also booked a semifinal place after stopping Spice Cloves 2-0. Aggrey Morris and Waziri Salum netted the second half goals.
Tanzanian giants Simba SC, who downed Chuoni FC 2-0, will now face URA FC in the first semifinal on Friday, while KCCA FC takes on Azam FC.
