Olara Otunu, the Uganda People’s Congress-UPC president has asked David Pulkol and Moses Nuwagaba, the embattled former UPC officials to cough 98 million shillings from donors that went missing.
The two officials were sacked by Olara Otunu in 2012 over allegations of financial impropriety. The money was part of a donation extended to UPC by Deepening Democracy Programme—DDP.
Olara Otunu, the UPC president says since January this year the party has been under pressure from donors for a refund since they cannot account for it. He however, says UPC is holding Moses Nuwagaba and David Pulkol accountable since they spent the money in disregard to procedure.
Lucima Okello, the UPC spokesperson the party will ensure full accountability from those who used it. He says UPC has a lot of options to ensure that the people who misappropriated the funds are brought to book.
However David Pulkol the former secretary for policy and national mobilization UPC dismissed the allegations that he was involved in the misappropriation saying he cannot be held accountable since he is not a signatory to the party accounts.
He says there are people who are directly responsible for funds in the UPC, who should answer for the mess.
