Rakai Police Officer Charged With Aggravated Defilement

Rakai police officer accused of raping and impregnating a 15-year-old school girl at gun-point has been produced in court and remanded.

Corporal Twinomugisha Justus (45) the Officer-in-Charge (OC) of Bulanga Police Post appeared before Carol Kintu, the Rakai Grade One Magistrate.

Kintu informed Twinomugisha that he faces the charge of aggravated defilement.

Twinomugisha was not allowed to enter any plea because the court lacks jurisdiction. His case will be heard by High Court.

Kintu remanded Twinomugisha to Masaka Government Prison until December 16 when he will appear in Masaka High Court.

Twinomugisha was composed throughout the Thursday court appearance.

However, none of the victim’s relatives were in the court.

The victim’s mother Hasfa Nangoma said she had not been informed of the suspect’s court appearance.

It is alleged that Twinomugisha, who had been the Officer in Charge of Bulanga Police post for more than five years, committed the offense in July in absence of his victim’s parents.

In her statement to police, the victim (names withheld), a student of Bright Hope Vocational in Bulanga town said she was raped from the kitchen at around 8pm after Twinomugisha threatened her with a gun.

Her mother Hasfa Nangoma and brother Asuman Matovu reported the matter to police in October when it was discovered she had become pregnant as a result of the rape.

Twinomugisha was summoned to Rakai Police station to explain himself over the allegations but decided to elude police detectives until when Maxwell Ogwal, the Regional Police Commander, ordered his arrest.

Twinomugisha had fled arrest on Monday but turned himself in on Tuesday to Rakai police. He was put in custody, investigated and later produced in court Thursday.
