Public Couple HIV Counseling and Testing of
President Museveni and the First Lady

His Excellency the President of Uganda, Yoweri Kaguta Museveni and his wife, Janet Museveni, are leading by example in a bid to roll-back the HIV epidemic in Uganda.  The President and his wife will publicly test for HIV along with key Ugandan leaders.

The objective of the public HIV counseling and testing is to demonstrate to all Ugandans the importance of knowing your HIV status as an action towards an HIV-free generation.

The benefits of counseling and testing for HIV are:
• People who have tested are less likely to get infected and less likely to infect their loved ones.
• People who learn early that they are HIV positive, will get the care and treatment they need, which will improve their quality of life.
• Any pregnant woman who tests HIV positive will be given treatment and assisted to have an HIV-free baby.
• Testing for HIV together as a couple will help a couple to support each other, and if one is HIV positive and another is negative, the negative person will be assisted to remain negative.

In addition to HIV counseling and testing, other HIV prevention methods are critical to reducing the spread of HIV, including: delaying first sex, abstinence, being faithful, correct and consistent condom use, voluntary counseling and testing, testing for HIV when pregnant to eliminate mother-to-child transmission, safe male circumcision, and antiretroviral therapy to reduce new HIV infections.

The President will call upon parents, teachers, all political, religious, cultural, and community leaders as well as the media in Uganda, to urge Ugandans to test for HIV and seek advice and care from a health facility and to encourage men to be actively involved in the health of their families.  The First Lady, the champion of the elimination of mother-to-child transmission of HIV campaign in Uganda reminds all pregnant women to get tested for HIV.

  1. Wonder what Dr Besigye has to say about this and whether he too will follow H.E.’s cue.
The recommendation is to test oneself and as many of your previous partners as possible. If I’d ruled Ug for 27 yrs, that’d be a hell of a lot of nubile, juicy, female (yes, these days we must declare that too coz ensi yayonooneka dda) partners present and past to test.
But H.E. is not as twisted and randy as I am; in fact he has led this crusade against all forms extramarital copulation. Chief Faithful and Commanding Abstainer. Hee hee.
    What? No? Muwakanaki?
PR stuntmasters in charge of this gimmick: Pse ensure that our beloved leader is appropriately counselled before the subject of his HIV serostatus is broached.
Good luck going in, Joel and Janet.
PS: I hear that tekaraga if you swallow an aspirin an hour or two before the test.
    True or false?

    1. Dr. Besigye challenged your H.E to this test way way back in 2006 ! This was when HE pronounced that the Dr was an invalid that waiting for death . Our beloved Leader never took up the challenge until now. we hope he will be fine.
No worries on counselling : Rubamira, the Chief carrier, has been in Rwakitura recently.

  2. We want their status published. If not, then there will be no consequence for their action. Some independent observers should witness whether the results are coming from the true blood samples of these two.

    1. Credibility is the question here. We completely trust Mr and Mrs because they have always told us the truth , nothing but the truth about their private lives . he he!!!!!

  3. Bwana Sam,
For one thing, the involvement of high profile people with any matter draws attention to it. Joel and Janet are not in this testing thing for love, health, charity or just to know what their serostatus is; its all about dosh and political publicity.
If I was a Kazinda or a Mukula or someone in Janet’s TASO or any office thru which donor funds for improving health services are channelled, you can guess how excited this article would make me.
As it turns out, Iam best off to connect with some1 who knows another who has a link to either govt or the donors, so that I too can catch a piece of the action. I advise you to toe the line and do likewise or be these “normal” people we see moving around in taxis, paying their rent at the end of the month and sacrificing their children to UPE & USE.

I am ashamed to think how selfish and morally corrupted we are, but I take comfort in the fact that we are only two or three generations away from independence. Our sons and their sons will do an even better ,more patriotic job hopefully, as long as we dont pass on lessons in corruption learnt from those who went before us. History will be the ultimate judge. I dream of a 50s & early 60s style Uganda; I hear it was paradise?

PS: I have been fortunate that my parents have not needed malaria medication, or access to free public health services, thank God.
But I understand the context within which U asked the question, and agree with the point you were trying to make.
I have intentionally ommitted comment on the attitude of Uganda’s “ruling class” towards the poor, because they are incapable of caring.

Remember, we must always keep our comments here tongue in cheek; it is foolish to make enemies of them, coz they are going to rule Uganda for a very long time, and despite our monikers on here, they could find out who and where we are faster than U can say Sam Muyi if they wanted.
