NRM Party and opposition members will on Thursday this week forward proposed names of the selected Members of Parliament to the business committee that are to sit on a select committee to handle the contested Kampala Capital City Authority (KCCA) report.
Before the 2nd session of Parliament broke off for recess, parliament was handling a report from the Committee of Public Service and Local Governments that its authenticity was contested by MPs especially opposition following a committee member Betty Nambooze alleging that the committee had not convened to consider the report.
Deputy Speaker Jacob Oulanya directed the government chief whip Justine Lumumba Kasule and opposition chief whip Winnie Kizza to select members that should sit on a select committee of Parliament to scrutinize the KCCA report that had recommended that President Museveni takes over KCCA.
This was prompted by a confirmation from the Clerk of Parliament Jane Kibirige that while drafting the Committee report, the Committee chairperson Florence Kintu and her Vice Rafael Magyezi had sent away the clerk to the committee and drafted the report alone without any other member of the committee.
However, surprisingly over seven members of the committee had signed on the contested report that was actually read on the floor of parliament.
Government Chief Whip Justine Kasule Lumumba said that the proposed names by the NRM party, of the people that are going to sit on the select committee to look into issues of KCCA most especially reviewing the law will be handed over to parliament’s business committee and later be presented on the floor of Parliament by the speaker of Parliament.
However Lumumba declined to mention the names of the members of parliament that NRM is forwarding to the select committee saying that the procedure does not allow her to and that anytime they can change.
Efforts to get to the opposition chief whip were futile as her phone numbers were off.
