Mukono Municipality Member of Parliament Betty Nambooze claims the report on the takeover of the Kampala Capital City Authority (KCCA) presented to Parliament yesterday was a forgery.
The report, presented by Florence Kintu, the Kalungu Woman MP and chairperson of the Public Service and Local Government Committee, had 16 recommendations among which was that President Yoweri Museveni take over the city authority.
However, Nambooze insists this report was forged on a Sunday the 12th of May by only two people including Kintu and her deputy Raphael Magyezi, the MP Igara West. Nambooze argues that there is no way President Museveni can take over Kampala since it is not a district but an Authority that is already under him.
This followed findings that there is a leadership crisis at City Hall which has led to the situation degenerating into open abuses, disrespect and violence despite efforts to resolve the matter amicably.
She also noted that KCCA is operating without approved budgets whose expenses are questionable. The crisis is mainly between the Lord Mayor Erias Lukwago and Executive Director Jennifer Musisi.
The report also noted the Authority’s failure to exercise its legislative function and initiate or pass a Bill for ordinance since the councilors took office.
Kintu added that the misconduct at KCCA embarrasses the central government by turning Kampala into an ungovernable place lodging a state of anarchy and unending conflicts. It is for this reason that Kintu says President Museveni should exercise his constitutional responsibility under Article 99 (1) of the Constitution. However, as she concluded her submission, a section of MPs disagreed with this recommendation thus booing her.
Today Nambooze says she was shocked that the report was even read before Parliament considering she called the deputy Speaker Jacob Oulanyah regarding the irregularities in the report. Oulanyah then asked her to get a colleague to raise the matter so that they can stay the presentation of the report.
However when Ngora MP Francis Epetait raised the matter, he was ruled out of order by the NRM majority MPs on the committee.
The deputy speaker asked Kintu to read out names of the ten MPs who sat and signed the report. They included Raphael Magyezi, Bakeine Mabel for Bugangaizi East, Alum Santa Ogwal for Oyam district, Buyaga East MO Besisira Ignatius, and Kiyingi Bosa for Mawokota South. Others were Matte Joseph, the MP Bughendera County, Budiope West Mubito John Bosco, Mutyabule Florence for Namutumbua district and Nanyondo Carol, the MP for Kalangala.
Yesterday Magyezi protested the report being deferred to next week saying Nambooze was just a conduit through which the petition was brought to Parliament.
Nambooze insists Parliament was taken for a ride yesterday since even the Clerk of the committee says he never drafted the report. She calls for disciplinary action to be taken against the MPs.
